As I understand it, the point at

duty on motor cars is an inte mal duty
or an import duty. If the former, it would be,
we are advised by the Foard of Trade,
contrary to Treaty obligations, e.g. it
offends against Art. IV of the Anglo-
Cerman Treaty of 1924. But as a matter
of fact, however it may be described, the
duty is an import duty, and is only
given a fancy title in view of the
objection on principle to extending the
range of import duties in Hong Kong
and Straits.
The question of the wording of the
reference in the Annual Report is a

minor side issue. At the time the matter of the duty
was under discussion I noticed the
reference in the Report and suggested
that the papers should be looked up
and possibly a s.o. criticism made.
In view of the fact that no alte ration
has since been made in the designation
of the duty, and no untoward consequences
have occurred, there is clearly now no
reason to suggest amendment of what is
a mere statement of existing fact. I wonga
propose therefore, unless Mr Clauson at-
taches importance to a verbal amendment
of the passage, to leave it alone.
